Utilize Yukari’s Garu attacks to ground the eagles, then shift focus to the Raven, use Bufu to unbalance it, and unleash All-Out attacks. Use ice attacks and an All-Out assault to triumph over the Raven.

Remember, in Persona 3 Reload, it’s game over if the protagonist bites the dust during a fight. And when you’re dealing with two feisty Will-O-Wisp Ravens, that means two consecutive attacks coming your way. So, buckle up for a challenging battle ahead!

Having Makoto equipped with Garu adds an extra layer of goodness to your strategy. But here’s the deal – don’t go crazy with Persona fusions just yet.
So, the Will O’ Wisp Raven makes its debut on Floor 28, serving as your first boss encounter in Arqa. Flanked by two Lightning Eagles, your mission is clear – exploit their weaknesses and unleash a devastating All-Out attack.
The Will O’Wisp Raven is a tough nut, resistant to wind and fire but vulnerable to ice. On the flip side, both Lightning Eagles have a weakness to wind. So, Yukari takes the stage with her Garu attacks, bringing down both Lightning Eagles.
Once the Lightning Eagles are grounded, it’s time to focus on the Will O’Wisp Raven. Have Yuki switch to an ice Persona, like Asparas or a similar skillset, and use Bufu on the Will O’Wisp Raven to knock it off balance. Then, unleash the powerful All-Out attack.
